Call to Order: Meeting opened by Chair, Harper Pryor.

Minutes: 2/6/2018 meeting minutes approved.

Permit Approvals: None

Preliminary Consultations: 15 High Street.
Tim and Julie Hussman are investigating opportunity to purchase the property with the intent to create a small, family run café/market (without a commercial kitchen) that serves coffee, tea, baked goods and potentially offer yoga and/or art classes. Their operational timeframe of interest is post-bypass.

The property resides within Historical Village Commercial (HVC). This zoning allows for “Restricted Historic Retail” – without specific mention of a café/market. All properties in the HVC must obtain a Historic Use permit from the Planning Commission for any change in use.

Chris Scanlon to draft Historic Use permit. As architect for this project, Miche Booz is recused from BPC deliberation.

Comprehensive Plan:
•Schedule: Need deliverable and schedule guidance from Brookeville Commissioners – requested 1/18/2018. Sue Daley to provide update after discussion with Brookeville town attorney.

•Maryland Certified Local Government (CLG) grant application: Pursuant to Nell Zeihl’s suggestion at 2/6/2018 BPC meeting, BPC is advancing CLG grant opportunity in support of the Brookeville Master Plan. President of the Commissioners, Sue Daley, agreed the town would provide necessary matching funds if awarded. At BPC request, Sandy Heiler developed and submitted required information to the Preservation Office (PO) to meet the 3/9/2018 grant application deadline. The PO is researching the job posting process for evaluation with the grant schedule.

Proceedings: Meeting called to order at 7:42 p.m. by Chair, Harper Pryor

Minutes: the January 9 meeting minutes were approved

Preliminary Consultants: 1 High Street. The Town was contacted by a potential buyer of 1 High Street who would like to open a French bistro. The proposed plan would be for 15 tables with a max of 50 diners and would be open for breakfast, lunch, and dinner. Current zoning on Brookeville would not allow a bistro. After a review of current zoning, a bistro would fall outside the acceptable use as a bistro would not be low activity, low traffic, and the site has inadequate parking.

Comprehensive Plan
Nell Ziehl addressed the BPC about her position at MHT, which involves local government assistance. She is usually invited by the HPC to give advice to local governments. Ms. Ziehl reached out to Sandy Heiler to understand the relationship between the HPC and BPC. A suggestion was made for the Town to adopt design guidelines. Ms. Ziehl obtained a draft version of the Town’s history report being compiled by SHA’s Historian as mitigation for ByPass project. The history report has very detailed information about the streetscape design for the Town and suggested the report could be used to comply design guidelines.
•Maryland’s Certified Local Governments program: the HPC is a partner with MHT for this program. Ms. Ziehl suggested that the BPC partner with the HPC to apply for a grant for streetscape planning and assistance with Comprehensive Plan update. The application for this grant program should be released next week and will be due 3 weeks after the release date. The help of Sandy Heiler will be sough as the grant writer.
•Maryland Association of Historic District Commissions (MAHDC) can be used as a resource to find a historic planner to assist with the Comprehensive Plan update.
•There was a discussion about the MHT mission and how it is organized.

Brookeville Radio Tower
Harper Pryor gave a recap of the meeting she attended last week for a new radio tower on Bordly Drive at Georgia Ave.

Call to Order: 01/9/2018 meeting opened by BPC Chair, Andy Spagnolo

In December 2017, BPC Chair Andy Spagnolo tendered his resignation to the Town Commissioners, to be effective 1/9/2018. President of the Town Commissioners, Sue Daley, announced that the BPC would consist of 5 members (Anderson, Booz, Pryor, Scanlon, and Syski) and the Commissioners would not replace the position vacated by Andy Spagnolo. Further, President of the Town Commissioners requested that the BPC elect their new BPC Chair prior to the 1/22/2018 Semi-Annual Town meeting.

 Minutes:  12/5/2017 meeting minutes were reviewed.

Streetscapes / Comprehensive Plan:

Continued exploration of streetscape ideas in support the Brookeville Comprehensive Plan, discussion included:

  • Review of town map
  • Identification of known sub-dividable properties with access to historically significant sites
  • Conservation easements
  • Walkability to additional archeological and historic sites – Thomas Mill, Newland Mills, Oakley Cabin

Discussed opportunities to leverage expertise within Maryland Historical Trust (MHT):

  • Tim Tamburrino is Preservation Officer/Transportation Reviewer with specific expertise in roads
  • Nell Ziehl is Chief, MHT Office of Planning, Education and Outreach
  • BPC to invite Nell Ziehl to upcoming meeting
